Organising small, private street parties and fetes
is very simple and generally a licence will not be
required.
If you want to have a pay bar, provide entertainment
to the wider public or charge to raise money for your
event, you will need a Temporary Event Notice which
costs £21. Similarly, larger public events attracting
more people will require a different process.

Royal Wedding Street Parties

Check whether the area you have chosen is suitable through the Police. The Council will do this through their consultation process, but it is a good idea to get the Police’s point of view on the best site locally.

If your party is to be held on a street it will be necessary to apply for a road closure. Road closures for street parties can be undertaken by D istrict or Borough Councils under the Town Police C lauses Act 1847. Check your District or Borough Council’s web site as set out in the directory below. Road closures can also be authorised by Essex C ounty Council as the Highway Authority. There will b e no charge for small street party road closures.
Whichever Council considers your application they will contact other relevant authorities and get back to you.
Please plan your party in plenty of time so that if you are carrying out an activity which requires a licence you’ll have enough time to apply for it. For road closures undertaken by Essex County Council please make your application as soon as possible, and in any event by the 31 March 2011 so that any approved closure can be processed for 29 April.

Road Closures
Approval will be given for Street Parties on Local
Roads where:
• Substantial diversion signing is not required i.e.
where the diversion route is obvious or the road is
a no through route
• The local bus operator has confirmed that parties
held on or near a bus route will not interfere with
any scheduled service. Essex County Council will
consult with the bus operator directly.
For any closures requiring diversion signing,
agreement with the Police should be sought in the
first instance before proceeding. The County Council
reserves the right to refuse an application if it
conflicts with an application already made.
If no diversion signing is required
• No Public Liability Insurance will be required
• No press notice will be required
The Applicant is responsible for consulting all residents/businesses/premises affected. The Applicant is responsible for posting the Public Notices on site, which Essex County Council will provide.
The Applicant is responsible for signing the closure – cones or barriers and a ‘road closed’ sign at the junctions.
Essex County Council may be able to provide the necessary cones and barriers for the event - if you require these please request them with your application.
